Disability Inclusive Eye Health Practices : An IVI – VisionPlus Panel Discussion
On December 9, IVI in association with VisionPlus will conduct a panel discussion on ‘Disability Inclusive Eye Health Practices.
About the panel discussion
According to the 2011 census, 2.2% of India’s population is disabled. This population faces several challenges including unmet eye health needs.
This discussion will cover the following aspects:
1. Commonly practiced eye care service regimen for disabled people in hospitals and the challenges faced by eye care practitioners in providing eye health services.
2. How rehabilitation services play a major role in improving personal and social independence of persons with disabilities and the prerequisite for an interdisciplinary approach.
3. Challenges faced by this population in accessing eye care services and the need to reach this marginalized community to meet their eye care needs and provide community based rehabilitation.

Dr Sara Varughese

Dr Sara Varughese is a graduate from CMC Vellore, a Fellow of the Royal College of Surgeons, Edinburgh (Ophthalmology) and a Master in Public Eye Health from the London School of Hygiene and Tropical Medicine (LSHTM). She has worked with CBM in various roles as regional director for CBM South Asia, country director and managing trustee for CBM India, and medical advisor. Prior to this she worked in the World Health organisation (WHO), South East Asia Regional Office as programme manager, disability & rehabilitation.
She is currently secretary of Vision 2020-The Right to Sight India. She has authored papers in various journals. She is on the external advisory panel of the International Centre for Eye Health at the London School of Hygiene and Tropical Medicine and also on the editorial board of the South Asia Edition of the Journal of Community Eye Health.
Dr Deiva Jayaraman

Dr Deiva Jayaraman comes with a twenty-five-year career in Vision Rehabilitation and
is instrumental in bringing happiness to many lives dealing with various levels of visual impairment. She graduated with a Bachelor’s and Master’s Degree in Rehabilitation Science from Holy Cross College, Tiruchirappalli with “The Best Outgoing Student” award. A PhD holder in Rehabilitation Science from Bharathidasan University Deiva specializes in rehabilitation counselling, visual functional assessment with LEA tools in children with cortical visual impairment & multiple disabilities. She has done seven
certificate courses from Hadley School for the Blind, Illinois, USA.
Her expertise in customizing the professional development programs made her a resource person for the training events on ‘Deaf Blindness & Multisensory Impairment’ by Perkins Voice & Vision, Christoffel Blinden Mission and Sense International India. Developing Vision Rehabilitation Services at Frontline Eye Hospital, Chennai was her remarkable achievement. She received an award for professional excellence on World Disabled Day, 2019 from Spastic Society of Tamil Nadu.
Dr Deepak Bagga

Dr Deepak Kumar Bagga did his diploma in refraction and optometry from U P State Medical Faculty, Lucknow in 1998. This was followed by a two years fellowship in optometry from LVPEI Hyderabad. He then completed his Masters in Business Administration with specialization in Operations Management from the Indira Gandhi National Open University, New Delhi. He received his PhD from School of Optometry and Vision Science, University of New South Wales, Sydney, Australia.
Dr Deepak started his career as an optometrist at Dr Shroff’s Charity Eye Hospital in New Delhi and worked there for seven years. He was responsible to provide low vision services, administration of community outreach projects and academics. He was one of the team leaders for a multi-centric national survey Rapid Assessment of Avoidable Blindness (RAAB) conducted by the Ministry of Health and Family Welfare, and project manager for the ORBIS supported project Controlling Refractive Errors in Delhi.
Since 2007 he has been associated with LVPEI Hyderabad as a Consultant Optometrist. His clinical area of interest is – management of patients with low vision. He has rich and extensive experience of providing low vision services to more than 15,000 patients across all age groups with different ophthalmic conditions such as AMD, Albinism, Aniridia, Cone Dystrophy, Diabetic Retinopathy, Glaucoma, Heredo-macular Degeneration, Leber’s Congenital Amaurosis, Microphthalmos, Optic Atrophy, Retinitis Pigmentosa, Retinopathy of prematurity, Rod Cone Dystrophy, Rod monochromatism, Stargardt’s disease, Stevens Johnson Syndrome, and many more.
